The council likely will consider the overall plan in early 2013, along with a new San Clemente General Plan under development. If ratified by the City Council, the policies supported Tuesday would become part of the General Plan.

Among the issues drawing discussion was a proposal to develop standards to require nonresidential landowners to provide bicycle accommodations in new or significantly rehabilitated properties. Commissioner Nesa Anderson questioned whether it is reasonable to impose such amenities on, say, a remodel.
Miller has suggested that the plan and a resulting change in community mind-set could help ease traffic and parking congestion. Many vehicle riviera hotel and casino las vegas trips in town are short distances that could be done by other means, she said.
She didn't get all the ideas into the plan that she had hoped. Commissioners and staff did not support her request to include a goal of shifting transportation modes so that 10 percent of all trips in town are nonmotorized after a decade, followed by 20 percent after 20 years and 30 percent after 30 years.
Jeff Hook, principal city planner, said such goals belong under broader riviera hotel and casino las vegas transportation-management strategies elsewhere in the General Plan and that Miller's percentages seemed high. Commissioners agreed that mode-shift goals can be taken up in traffic-circulation discussions.
Miller said she was fine with that but reiterated her hope that the city will keep tabs on increases in nonmotorized trips and reductions in motor-vehicle trips, especially at schools where parents picking up and dropping off kids causes traffic snarls.
She cited a recent Walk to School Day at Marblehead Elementary, where about 100 kids walked or biked to school 18.6 percent of the student body. "A little less than 20 percent made all the difference in the world with the gridlock on Avenida Turqueza at Vista Hermosa," Miller riviera hotel and casino las vegas said. "There was none of this dangerous jockeying for position that parents do, because about 100 kids were walking or biking. The cars were taken off the roadway."
