SANTA CRUZ -- Neighbors in the Lower Ocean area will have another chance Tuesday to weigh in on a hotel project approved two years ago that now requires boston apartment rentals boston apartments commons the City Council's OK on controversial parking changes.
Due to a higher-than-anticipated boston apartment rentals boston apartments commons water table that would otherwise require the Hyatt Place Hotel to do extensive pumping, developer Tejal Sood is seeking to remove a second floor of parking in favor of one floor with hydraulic lifts and mandatory valet service. She plans to cut the number of rooms at the 407 Broadway property from 111 to 106 to accommodate the changes.
Neighbors will call for a formal environmental review of the lifts amid other ongoing boston apartment rentals boston apartments commons concerns about potential traffic and noise impacts from the valet program. They will ask to increase Sood's financial contribution to traffic-calming measures from $15,000 to $50,000.
Although residents also will urge more restrictions on alcohol service at the hotel, two community meetings last week with Sood have eased some fear about whether the hotel will add to prostitution, drug dealing and other long-standing safety problems in the area. Sood, who grew up at her father's Comfort Inn in the beach area, promised safety and parking will be in order at the Hyatt Place with a perimeter fence, good lighting, security gates and cameras, and at least two staff members on duty 24 hours per day.
"I need to make sure we are running a responsible business that can function well, and that is the only way we can be successful," Sood told neighbors gathered Thursday boston apartment rentals boston apartments commons at Unity Temple, a property her family bought to build the hotel. "If we don't pay attention, not only will we suffer but everyone will suffer."

But, Robinson told the Sentinel, "I'm not hearing or seeing anything that doesn't have a workable solution. The project can be a really nice asset for the neighborhood and the community at large. But it's important that we look at the concerns with the modifications."
The council approved the project in May 2011 and Sood recently obtained financing. boston apartment rentals boston apartments commons At 85 percent occupancy with a $145 nightly rate, the hotel is expected to generate annual lodging tax revenue for the city of $475,000.
The council, which had three different members in 2011, agreed then on a 4-2 vote to issue several permits for the project, including one that allows the four-story hotel to operate in an area zoned high-density residential. The two dissenting council members and one who abstained because he lived next door to the site are no longer serving.

The developer will be required to add parking by using more lifts or fund a neighborhood permit program if customer parking on nearby streets becomes a problem. Sood said all customers with vehicles will be charged a valet fee and be warned that neighborhood parking is prohibited.
The council was set to hear the modifications in December but the hearing was rescheduled after neighbors represented by the law firm Wittwer Parkin argued boston apartment rentals boston apartments commons the meeting wasn't boston apartment rentals boston apartments commons sufficiently noticed and the parking alterations merited environmental review under state law.
Stacking vehicles, attorney William Parkin wrote, "will require additional time to park vehicles leading to potential backups. The (previous environmental review) does not consider the parking, access and traffic ramifications associated with completely different boston apartment rentals boston apartments commons parking arrangements, including a valet and lifts."
Sood's architect, Peter Bagnell, said the mechanics of 18 hydraulic lifts will be encased boston apartment rentals boston apartments commons in a concrete structure to block noise for guests and the neighborhood, noise he described as similar to a regular elevator. He said traffic will not back up onto Broadway as a result of the valet program because vehicles will be parked quickly after customers pull up and check in.
Under the modifications, the hotel still will have three more parking spaces than the 107 required, he said. Employees will park at the hotel but also be offered bus passes to encourage public transportation.
But Riverside Avenue residents Karsten and Debora Wade, said a new traffic study is needed to account for impacts on the intersection of Riverside Avenue and Broadway, as well as vehicle trips generated by the year-old Santa Cruz Warriors arena on Front Street and an approved housing development at 350 Ocean St.
"A minority of hotel guests, of every class, get drunk and wander through boston apartment rentals boston apartments commons the neighborhood; some solicit sex," Posner wrote in an email while out of the country Saturday. "In order to qualify boston apartment rentals boston apartments commons as a planned development the project has to have a significant community benefit. While the city does need more hotels, this project would bring the same benefit if it was zoned correctly, a hundred yards away on Ocean Street, and I would support it."
Councilman Don Lane, who as mayor in 2011 supported the project, said he believes the lifts will not be noisy. But to address traffic concerns, Lane said he may support testing a colored boston apartment rentals boston apartments commons bike lane on Broadway.
Other than that, he said, "I am looking at, is this a workable alternative to have this parking arrangement, and I'm thinking that it is, though I'm glad to have the neighbors' challenge because boston apartment rentals boston apartments commons it helps me look at it critically."
Gillian Greensite, a leader of the Save Our Big Trees group, is calling for the developer to reconsider saving a heritage tree at the site. Greensite argues the developer could relocate the ruby horse chestnut tree, which is protected by the city's Heritage Tree Ordinance but approved for removal after the architect argued the hotel couldn't be redesigned to save it.
