Recently, Cedar Rapids-based KCRG-TV9 took a look into our neighbors claims, and their local authorities suspect the plates might have to do with something more sinister than paying less on insurance. From  their article :

We ve rented cars from and noticed the Iowa plates. I m assuming they can t pay NY state insurance at those cheap prices? And I think there are several no-name car rental places on Coney Island so I m assuming that s how they stay cheap, by doing insurance fraud???? Fraud isn t the answer, but it is part of the reason for Brooklyn s high rates. Between the people who don t bother with registration and insurance at all, and all the out of state registrations, it s a much smaller insurance pool that has to support all the claims that happen here.

Okay, and it s these same busybody homeowners in flatbush who take up two parking spots on the street in front of their house so nobody can park there IN FRONT OF THEIR HOUSE!!! and NOT in their driveway!!! these people are just GREEDY! There goes the neighborhood. Poor people priced out again.
HERE S THE DEAL It IS the car rental business on the east side of CIA bet Ditmas Newkirk that uses 3721 18th Ave s driveway (bet E9th CIA) to house most of the cars, vans AND box trucks that mostly have Iowa plates but also NJ PA plates. I know because I live right next door.
I say most because there in is the problem, the rest of the cars are all over the streets, PARTICULARLY on 18th Ave. It s been this way for at least 2 years and if you live on 18th Ave, you can t get a spot ever because of it.
Don t know about human or drug trafficking but it is certainly travel agents in thailand a business scam (likely for reasons mentioned in other posts). My 2cents, it s one thing to scam money but it s a whole other thing to take your business into the streets and screw the rest of us on parking in an area that is difficult enough to find parking. It d be great if they got busted and this abuse stopped!
