Some of the language on page 71 of the 104-page Form 990 should get the rulesmakers' attention when Finchem's droning on about possible exceptions to the anchoring ban:

Isn t the point that these claims are pretty hypocritical? Although some players call violations on themselves, I m guessing that many do not, and that there are situations where even the self-callers do not. The lack of familiarity of Dustin Johnson and Tiger with the context for the application of at least some rules (i.e., whether you re in a sandy area or not) makes it clear that play is not proceeding under the rules some percentage of the time, whether: (a) players not on camera get called for violations or not, (b) the rules and precedential interpretations are too complicated for anyone to follow, understand and comply with completely or (c) the motivation is there to take advantage of permitted processes that may or may not apply. I understand this form 990 is the USGA s attempt to justify some status as tax exempt, so it needs to be written like this, but these claims are uncritically accepted in other contexts as well, when the emphasis on detailed rules forces the game as actually played away from literal or figurative compliance, certainly by weekend golfers and at least to some degree by professionals.
And I m not saying golf isn t better new york city car rental enterprise off with this ethic than say basketball new york city car rental enterprise or baseball. But my opinion is that fewer simpler rules, less legal hair splitting on the interpretations, and a harmless error rule where no advantage is gained would go a long way to seeing the game actually played by the rules. new york city car rental enterprise I think this about a lot of legal issues, too.
